Attorney/soldier from Charles City is the new face among Iowa legislative leaders

CHARLES CITY — Only one of the Iowa General Assembly’s top six leaders will be new to the job when the 2019 legislative session starts next week.

In mid-November, Representative Todd Prichard of Charles City was elected House Minority Leader by his fellow Democrats. Prichard, a 44-year-old attorney, joined the Army in 1993 and is currently a lieutenant colonel in the U.S. Army Reserves.

“People have kind of a perception that military leadership is very authoritative and it can be, but successful military leaders are people who get their team to work together and that’s really my goal,” Prichard told Radio Iowa, “…to get my caucus to work together for Iowa, to help the legislature do the right thing.”

Prichard grew up in Davenport. His parents ran a cleaning service.

“I was expected as a young child to help,” Prichard said during a Radio Iowa interview. “…It taught we me a lot about a work ethic. It taught me a lot about what it takes to make it. We were on our own. They had to drum up the business. They had maintain the clientele. That taught me a lot about what it means to be an entrepreneur, what it means to work hard.”

After graduating from Davenport West High School in 1993, Prichard enrolled in the Reserve Officers Training Corps at the University of Iowa. He graduated with a political science degree, served three years in the U.S. Army and did a tour of duty in Kuwait. Prichard then came back to Iowa, enrolled in law school and joined the Iowa National Guard.

“And while I was in law school, I was called up and served in Egypt,” Prichard said. “This was after 9/11.”

Prichard met his wife while he was in the University of Iowa Law School and the couple settled in Charles City, near his wife’s hometown. Prichard opened up own law office, worked as a local prosecutor and did a nearly two-year tour of duty in Iraq, commanding a company of about 200 Iowa National Guard Soldiers.

“We were in country for like 17 months, I think, but we were gone almost two years because we had a long train up,” Prichard said. “Still practicing law. We have three children. My wife, Ann, teaches school in Charles City. We have a cow-calf operation, with my father-in-law…That’s kind of my weekend job.”

Prichard briefly ran for governor, but ended his campaign in mid-2017 after a three-week military tour of duty in Bulgaria. Prichard was first elected to the Iowa House in 2013, in a special election. Nearly six years later, he enters the 2019 legislative session as the floor leader for House Democrats.

“My goal is to move the state forward and to move the party forward,” Prichard said. “We’re here to be a voice for the people we represent. We’re here to be a voice for the people who don’t always have a voice.”

The 2019 Iowa legislative session begins Monday, January 14.
